As per the rules laid down by the Motor Vehicles Act of 1988, all private vehicles in India must be reregistered after 15 years of their initial registration. Re-registering a two-wheeler is a safety measure that ensures the condition of the vehicle to ascertain if it is fit to be driven on the road.   • Form 25 – the application form
  • Valid insurance documents of the two-wheeler
  • PUC (pollution under control) certificate of the two-wheeler
  • Engine and chassis numbers in pencil print
  • Original registration certificate of the two-wheeler
  • Payment proof of road tax

However, you need to keep in mind that the requirement of documents may vary from one state to another. This means that you may have to furnish some extra documents as may be required by the RTO (Regional Transport Office).

The process for re-registering a two-wheeler

Following are the steps that you would have to follow to start the process of renewing the registration of your two-wheeler:

  • First of all you – the owner of the vehicle – would have to get Form 25 and fill up the same with utmost attention and care. Once you have filled it up you would have to submit it to the RTO in the state where you are re-registering the vehicle.
  • After that, you would have to provide the documents that we have mentioned above along with Form 25 when you are submitting your application for re-registration.
  • The RTO would then inspect the two-wheeler.
  • If you have not paid any road tax you would have to clear it as soon as you can. This is an important part of the process of the re-registration of bike after 15 years.
  • You would then have to pay the fee for re-registration to the RTO.
  • If the authorities are satisfied with the condition of your two-wheeler following their inspection they would issue the new registration certificate.

The documents that you have to submit when you re-register your two-wheeler in another state

Following are the documents that are necessary for re-registering your two-wheeler at another state in India:

  • original registration certificate from the earlier state where the two-wheeler was registered
  • copy of Smart Card
  • properly filled-up copies of forms 20, 28, and 27
  • valid two wheeler insurance papers
  • an attested copy of the address proof in the new state
  • imprint of chassis
  • attested copy of PUC for the two-wheeler
  • ID proof
  • NCRB (National Crime Record Bureau) clearance

So, as you can see for yourself, the documents you need for the re-registration of vehiclein another state are a bit different from what you need if you register the vehicle in the same state.

The process of re-registering your two-wheeler in another state

This process is quite different from the re-registration of bike after 15 years in the same state. Following is the process that you have to follow in this case:

  • First of all, you have to provide a self-declaration on a stamp paper worth 10 rupees and attested by the Notary where you state that you have cleared all the dues on the vehicle and you have submitted only the original papers regarding the two-wheeler that you are trying to register. This also includes the fitness certificate for bike after 15 years.
  • You would have to get a clearance or NOC (No Objection Certificate) from the NCRB stating that the two-wheeler has not been stolen.
  • If you have a loan on the two-wheeler you would have to get a NOC from the lender.
  • After that, you have to submit these NOCs along with one from local traffic police authorities to the RTO of the earlier state so that you can get the NOC from it.
  • After you have submitted these documents to the RTO it would in two to three weeks issue the interstate vehicle transfer NOC.
  • Once you get all these documents you would have to submit copies of the same to the RTO of the new state. So, as you can see for yourself, the process of re-registration of bike after 15 years in your earlier state is a lot more convenient than doing so at a new state.
  • Prior to getting the registration certificate in the new state, you would have to adhere to its guidelines when it comes to paying the road tax. In case the taxes are lower over there you would get a refund. For that, you would have to furnish the original invoice of the two-wheeler that you are attempting to re-register. The authorities would in this case use the depreciated value of the two-wheeler to determine the taxes that you would have to pay. As you may have understood by now, this is an important part of the process of re-registration of vehicle in another state.
