Moving home from one state in India to another is a tedious task. And when it comes to relocating your two-wheeler, the task becomes all the more tiresome as it involves many procedures. Further, if the transfer is not done in a proper way or if you don’t know how to drive a bike in other state, you might get into legal hassle and might be fined.
Here, it is also important to note that the rules of transfer might vary from one Regional Transport Office (RTO) to another. Thus, it is advised to keep in mind the vital points to make your two-wheeler relocation process easy.

Whether you need to transfer your bike papers from the original state to a new state depends on one key factor and that is the time duration for which you are making the move. So, if you are moving to the new state for a duration of less than 12 months, and you would be back within one year to your original state where your bike is registered, then you don’t need to register your bike in the new state.
Here, you can take your bike to the new state and can drive freely on the roads of the new state. However, if you are moving to a new state permanently or for a period more than 12 months, in that case you will have to get a No Objection Certificate (NOC) from your current RTO. At the same time, you must apply for registration in the RTO of the new state where you are relocating.
For re-registration of your bike in the new state you need the following documents as per law:

Can I ride my bike in other state without NOC? If you thought that you can ride your bike in another state without a NOC, then the answer is ‘No’ (in case you have moved to the new state for a time period of more than a year). Now, if you think that you only need the NOC from the RTO, you are again mistaken. Not only from the RTO, you also need an NOC from traffic police to ride freely in the new state and to avoid the fines or challans on you by traffic police in the new state.
You might want to know why is NOC required for bike transfer in different state? As mentioned above, you are required to obtain the NOC from your nearest police station to ensure that no active cases are registered under your vehicle. Thus, the NOC from police station is regarded as a security to keep you away from any illegal activity.
Once you are ready for the re-registration process, you must cancel the NOCs which you have obtained and apply at the new RTO to register your two-wheeler. Thus, if a person is shifting from Delhi to Hyderabad, he/she must collect NOCs from Delhi and present them at RTO at Hyderabad so as to register your bike there. Once you submit the NOCs, the rest procedure depends on the rules of new state RTO (here Hyderabad).
If by any chance your transfer process gets changed or cancelled, in that case you must cancel your NOC that you have acquired from the RTO of your current state. In this case, you must get a certificate of NUC or Non-Utilization Certificate from the new state’s RTO to put back the relocation process that you have already initiated. For example, in the above case, you must get the NUC from Hyderabad RTO so as to cancel the NOC from Delhi.
Another important thing to keep in mind is to inform your bike insurance policy provider about your relocation. Though normally your bike insurance plan is not limited to any particular state and so it covers your bike all across the country, but it is better to convey them about your move to a new city. This is because your policy providers might take into consideration the city you are moving in while calculating the bike insurance premium.
Road tax is levied on a car or bike that needs to be paid by the vehicle owner for using his/her vehicle on the public roads. For instance, in some cities the road tax is high as compared to others where it is low. Like Bangalore has high road tax as compared to Bhopal. In this case, if the city you are moving has a low road tax you can claim for refund of the additional tax you paid.
Below are the papers that you would require to apply for road tax refund:
