To get car owner details online in India, a portal called VAHAN has been launched by the Ministry of Road Transport and Highways. VAHAN has information of more than 28 Crore vehicles in India and can help in getting car owner details Online.
There are different ways of finding insurance details of a car by car number. First way is to visit the official RTO website where your vehicle is registered. Here, you can submit the registration number of your car and click on the “proceed” tab to find the policy details.
The second way is to visit the website of the Transport Department of your State and enter your vehicle registration number to get the car insurance details.

Go to the 'Know Your Vehicle Details' tab and enter your mobile number to create an account. If you already have an account, you can simply log on to the account and submit your car registration number. Now enter the verification code. Finally click the button called 'Search Vehicle' to see all details on the screen.

Open the message application on your mobile. Type VAHAN Registration Number of the vehicle in the message space. Now send the message to VAHAN SMS number: 77328-99899.
You will get an SMS with details.
