The Indian Motor Vehicles Act of 1988 mandates by law for every individual to obtain a valid and legal license to drive any motor vehicle on the road. No person is permitted under law to take any motor vehicle on public roads or highways in the absence of a legal license. However, the process of license issuance can be lengthy and may require some time. In the meantime, the person can be issued a learner’s license, which also serves as a precursor to a permanent driving license. To get a learner’s license too, the person is required to qualify through a www.parivahan.gov.in learning license test online. This blog entails information on this online test, providing a set of mock questions that are likely to appear in the learner’s license test.
As stated earlier, a learner’s license is issued in India as a precursor to a permanent driving license. This license is issued after passing the learning license test which can easily be taken online. Upon clearing this test, you will be issued a learner’s license test which holds validity for up to 1 month and serves as good as a driving license. Upon the completion of 30 days, the person possessing the learner’s license must apply for a permanent driving license, as mandated under the Motor Vehicles Act (specified above).
Note: Getting a learner’s driving license is mandatory in India before securing a permanent driving license, which authorises you to freely drive a motor vehicle on a public road or highway in the country.
Now let us briefly understand what a learning driving license test entails. The test is fairly simple and can be taken online from the comfort of your home. It is essentially designed to judge the person’s understanding and knowledge of the various traffic signs and rules. Only if they are clear about these can they be issued a learner’s license in the first place. The only way to assess the person’s knowledge of the country’s traffic rules and regulations is through conducting an online LL test, or Learner’s License test.
Obtaining a learner’s license thereby enables you to start practicing driving on public roads. As per law, a learner must always be accompanied by a person who possesses a permanent driving license during their practice sessions at all times.
A Learner’s License can easily be secured from any Road Transport Office or Regional Transport Office (RTO), which is situated in all major cities in India. Most state RTO offices have their website and people can easily apply for an online Learner’s License. For this, they must pass the online RTO exam.
The exact process for applying for a learner’s test is detailed below:
1. Apply online on any state RTO portal (depending on the state/city that you reside in) for taking a Learner’s License test. Alternatively, you may also choose to appear for a written test physically at a venue selected for the test. If taking a written test, make sure that you are present at the venue at least 30 minutes before the start of the test.
2. Check for any printed information handed out by your local RTO on the traffic signs, rules, and regulations. This is provided for your reference and can be of much use to you while appearing for the test.
3. You would also need to pay the required fee as asked by the RTO for the LL test. (check fee details in the table below).
4. If you pass the test, you will be issued a Learner’s Driving License at the very moment (either physically at the test venue) or issued online, if appearing for an online test.
5. In case you fail to clear the test, you are allowed another attempt exactly after a week.
6. Once the Learner’s License is issued to you, you will be able to apply for a permanent driving license only 1 month or 30 days after the issuance date of the Learner’s License.
The table below gives you a fair idea of the approximate fee that you would need to pay to appear for an LL test. It is recommended to always check for the exact fee amount from your local RTO office before appearing for the test, to avoid any last-minute confusion.
License | Approx Fee Payable |
Issuance of Learner’s License | Rs. 200 |
Renewal of Learner’s License | Rs. 200 |
Issuance of Permanent Driving License | Rs. 200 |
Driving License Test | Rs. 300 |
Issuance of International Driving License | Rs. 1,000 |

To simplify the test preparation for you, here’s a list of 10 mock test questions that are likely to appear for the LL test, regardless of whether taken online or in person. The following mock learner’s test questions are designed to provide you with a better understanding of what type of questions to prepare for the exam. Note that all questions are objective or multiple-choice.
These questions are only mock test questions for illustrative purposes only. It is best recommended to get yourself well acquainted with the traffic rules and regulations of the country to pass the Learner’s Driving License test.
