Since the amount was insignificant, most riders used to ignore the helmet and paid the challan without helmet if required. However, with recent strict measures of the government in terms of road safety rules and enhanced penalties, people have now started realizing the importance of the helmet lately.
As a matter of fact, as per the new amended rules of the Motor Vehicle Act in 2019, the penalty for not using helmet was increased to 1000 rupees from the earlier rupees 100. Further, in some states the government has authorized traffic police to seize the bike and to suspend the license of riders for three months for not using helmet.

What will Happen if You got Caught riding without helmet?
If the traffic police catch you riding your bike/two-wheeler without a helmet, they will levy a without helmet fine on you. Here’s what happens as mentioned below if you are caught without helmet:
- The traffic cop will stop you on the road with your two-wheeler.
- They might take your keys first, if they feel the need.
- You will have to show all your bike related documents such as RC, DL, PUC, Motor Insurance etc.
- If you don’t have all the papers with you or any of the papers is missing, you will have to pay the fine accordingly.
- After verifying papers, the traffic cops will levy the helmet challan on you for riding a bike without helmet.
- They might levy an e-challan and forward it to your mobile number. Conversely, they might give you a hard copy of challan as well.
- In case of e-challan it can be paid online, while a hard copy challan can be paid in any police station or to the traffic cop at the time of imposing the fine.

Process of Online Payment of Without Helmet Challan (e-Challan)
The process of online payment of challan for not wearing a helmet is very simple and can be done effortlessly by following the steps below:
- Visit the official portal of the transport department of your state or log on to https://echallan.parivahan.gov.in/index/accused-challan
- Look for the e-challan section for payment on the home page
- Now, click on the e-challan payment tab
- Submit the challan number and the captcha code that you can see on the page
- You can see the correct information about the amount to be paid as challan on the screen
- Pay the challan via your preferred online mode such as debit card, UPI, credit card, etc.
- You will receive a confirmation message once the payment is completed successfully
If you wish to make the challan payment offline, it can be done too. For that, there are two ways to follow. The first is you can pay immediately to the traffic cop who has levied the fine on you. Or the second is you can visit a police station and make the payment there and keep the receipt for future reference.

Helmet Challan/Fine in Top-5 Cities of India
1. Helmet Challan in Delhi
The challan amounts for not wearing helmets in India have been amended in September 2019 by the Indian government under the Motor Vehicle Act. The residents of the capital of India now pay an amount of INR 1,000 for not wearing a helmet by the rider or the pillion. Earlier, this amount was INR 100. The rider might also get his/her licence suspended for 3 months for the offense.
2. Helmet Challan in Haryana
Similar to Delhi, Haryana also imposes a penalty of INR 1,000 for riding without a helmet. Before the amended Motor Vehicle Act, this amount was INR 500. The imposed fine amount is the same if a pillion rider violates the rule.
3. Helmet Challan in Maharashtra
The state of Maharashtra imposes a fine of INR 1,000 for riders and pillions for not following the rule of the helmet, which was earlier INR 200. If a person is caught without a helmet in a two-wheeler (riding it or sitting behind the rider) he/she will be charged a fine of INR 1 000. Even in this case, the rider’s licence might get suspended for 3 months.
4. Helmet challan in Punjab
Punjab is another state where the challan amount has been increased from INR 100 to
INR 1,000 for not wearing a helmet while riding a two-wheeler. Similar to the above states, here the licence of the rider gets suspended for over 3 months.
5. Helmet challan in Uttar Pradesh (UP)
The state of Uttar Pradesh has increased the fine amount for not using a helmet while riding a two-wheeler to INR 600 from INR 300 after the amended Motor Vehicle Act. Unlike the above states, Uttar Pradesh doubled the fine amount from INR 300 to INR 600 for rule violators.
